The National Hurricane Center is closely monitoring a tropical disturbance that is expected to form into Tropical Storm Francine and pose a potential hurricane threat later this week. The disturbance is likely to bring life-threatening storm surge, strong winds, heavy rainfall and dangerous flooding to parts of Texas, Louisiana and Mississippi. Tropical storm watches are in effect from the mouth of the Rio Grande to Port Mansfield, Texas.
